US Company Cash Reward to Canadian individual?

I am a Canadian, participate in an Internet based question board Askme.com company,

who rewards its experts with money each month. They claim:

Unfortunately, due to international trade laws, we cannot send cash to

Experts outside the United States.

Can you enlighten me what is the words they refer, is it apply to Canadians and

what is the difference with other awards paid out to foreigners in USA.

Like the Marathon runners and all others?

This sounds like a scam to me. They are certainly not sending cash through the mail to US contributors either. They could send a check if they wanted; plainly, they don't.
