Issues Concerning Where You First Land in the U.S. After Obtaining the Immigrant Visa

my sister is planning to emigrant a whole family from China to the United States in this year. but my question are:

1. Can they arrive in a state that is different from the state that was on the application? If so, can they choose any state to entry and live in America? For example, Boston, for entry?

2. If not, because there is no direct flight to the petitioners state, can they stay over in one of the American states during flight layover for few days, and then transfer flight to the state that was originally on the application?

Re: immigrant visa

Yes, after they obtain their immigrant visas, they are free to live in any State of their choosing. They are not bound to stay with the petitioner.
