''Potential'' child care

We are in the process of support modification. The Ex-wife is not working. She stays home with a four year old from her current husband. I think that according to state law she should have ''Potential'' income of what she was making before she quit or in that neighborhood. She says if we give her ANY income then we have to add POTENTIAL child care costs for my boys (ages 11 and 10). Isn't Child care added as ACTUAL COSTS? She wants to put in some arbitrary number - not taking into account that they are in school for most the day and spend part of the summer with me. Can she do this? We will be going to mediation soon.

A judge would not likely agree with her.
