Regarding use of old web domain, current domain name and personal photo

My husband has a website, and he changed web addresses a few months ago. Someone has used the same address to create their own site, however, they are using the same site name and are displaying his photograph, with changes made to tag lines and such in a derogitory manner. Now when you google the site it's this bad link that shows up rather than the real one. My husband is getting his career as an author going with this site and this can't help. Is there any recourse to force them to give up the domain or perhaps remove the photo and any reference to being the same site?
