I got a obstruction of phone services charg is this a domestic violence charg.

It can be accompanied by a domestic violence sentence enhancer. It can also be charged on its own (without DV). Look out for the DV restrictions, loss of gun rights, possible loss of job if it is treated as a DV offense.

If the target of the alleged obstruction is someone with whom you are, or have been, intimate, it certainly can be.
