Extradition & Rendition
A person is on parole in a certain state.
The person leaves that state without
permission and is arrested in another
state because of fleeing the state they
are paroled in. Will they get extradited
back to the original state or can parole
be changed to the new state?

The person will have to go back to the original state to take care of the matter. It is a violation of parole to leave the state without permission. A parolee has to request permission to move to another state.

Parole can be transferred from one state to another. The transfer must happen BEFORE you leave the state. Here, it's too late.

You already know the answer to this question, because you write, "without permission."
Geography is always a condition of parole. Because you (or the person you write about) broke geographical faith with the parole officer, parole has been violated.
You or your friend will be extradited. Unless the arresting agency is kind enough to extradite an attorney with you or your friend, it would be a good idea to find one locally.
