Can the police force someone to wear a
wire in order to catch another criminal?
For example make a drug buyer wear a
wire to catch a drug dealer?

Lie, encourage, promise, suggest, yes.
If you are cutting a deal (I'll wear the wire if you drop x charge), the Cops need not honor this. Only a deal from a DA can be enforced.

No they can't. Any cooperation needs to be negoatiated with your attorney directly with the DA, if not, the DA is under no obligation to honor any deal you cut directly with the cops. I have sucessfully handled hundreds of drug cases and am very familure with this situation. Good luck.
