Legal Question in DUI Law in Colorado

a friend of mine told me that an attorney in Colorado professes to be able to get someone a Colorado drivers license clearance after they have been given a lifetime revocation in Florida. Is this possible after 4 DUI's in Florida. He was told he wouldn't be able to ever drive in Florida again but that he could get a drivers license in Colorado if he could prove residency and that if he could prove that he had gone through a rehabilitation program for alcohol. Is this possible??

Yes. I have gotten at least 30 licenses for people from Florida with four priors.
