Statue of limitations on DUI's?

My Father was arrested for a DUI in 1997, by Douglas County Sheriffs. He would like to know if there is a statue of limitations on this. He has never been jailed or formally charged for this incident. Obviously, he has a warrant for his arrest, so does this stay with him forever if he doesn't get it taken care of in the courts? Also, if he were to turn himself in to get this handled, who's to say that the arresting officers are even on the force anymore, afterall it has been nearly 8yrs. Could you please answer this as best and thoroughly as you can. Anything would help. Thanks.

There is no statute of limitations if he was given a ticket. The warrant for his arrest may be in effect for years to come. If the officers are not available, the State may not be able to prove its case.
