Law regarding Higher Education

Can you please tell me what law gives Colorado State University the right to your academic transcript hostage while disputing a financial bill? The are refusing to release the transcript to me or another institution because they say I owe them money, which is being disputed. Can you help me with this question or at least tell me who to contact to ask?

Check your university's student regulations. Usually, there is a statement that indicates that a student must have paid outstanding fees in order to receive course credit, including transcripts. It is part of your "contract" with the university. However, if this would cause a hardship, e.g., you are unable to pay, then this term of the contract may be waived.
