Cost of hiring an attorney for child support case

I need to hire an attorney to help me get child support from my sons absent father. I was getting it through the department of Social Services but they dropped my case because I moved and didn't get them a forwarding address quick enough. They will allow me to reapply but I would rather get an attorney because once an order is made for a certain amount of money, Social Services will not ask for increases nor do they do much if he stops paying or pays less. I was getting only $232 per month every once in a while and much less most of the time. My question is are there attorneys that will waive the fee until the case is won or try to have the absent parent pay the fee for their services. I really don't have $5000 to give an attorney right now but could really use the support. Thanks I would really appreciate your help.
