VA disability and child support

I recevice VA disablity for a service connected injure which is tax free and non-garnishable. The state has assessed child support agaist it, because they say it's the same as SSI. I don't believe that it should be considered that way because the VA gives an apportionment for such support issues. Has there been a case in any state were VA disablity was not subject to child support, because of the apportionment or otherwise?

Non-garnishable meaning you can have as many children as you want and never pay child support? I doubt it.
