No Insurance Auto Accident

My son was hit by an eighteen year old driver from Mexico. He was driving his mother's car, but he is''exempt''from her insurance coverage. My son only had liability on his car as it is an older vehicle. The blue book on his car is @ $1500. Estimate are @ $2400 for repair. The mother's insurance company said they will not pay. I'm sure this family doesn't have much $$ - they live in a low-income mobile home park. My son is a 29 yr. old college student who also doesn't have much $$.

What are my son's options to get his car repairs paid?

If the mother owns the car, and the son is not insured, the mother can make a liability claim against the son for negligently damaging her vehicle. The son's liability insurance may cover him for driving the mother's car, and it might pay for her property damages.
