Is it legal for a command to force a soldier to watch his own memorial service for punishment?

That's a new one. Remdedial training must be related to the soldier's job either as a soldier in general or specific to his MOS. It is not clear from your question what point the command was trying to make or what transgression prompted the memorial service. But what you describe does not appear to be an illegal form of punishment or remedial training.
