How to deal with this first depends on whether the beneficiary of the insurance policy was the kids or your father's estate. As a minor, your mother would receive and hold the money on your behalf until you turn 18 in any case. You might want to have a lawyer look at the documents and call your sister and if that does not work, you can go through the courts, depending, again, on how the insurance policy was titled. Hope this helps.

Your first step is to talk with a lawyer who specializes in estates. You are entitled to your own lawyer who can advise you about your rights, if any, and what options you may have. Just make sure that you ask if the attorney is a full time specialist in estates. Good luck!
