How can someone from Colorado, USA currently working in Bulgaria, set up a power of attorney to be exercised in Colorado?

You should be able to do a Power of Attorney that meets Colorado requirements. Generally speaking, it requires that it be signed and notarized and set forth who the power is being given to and what they are allowed to do under it. Depending on what you want to do with it, there may be other considerations.
