U.S. Post Office looses certified mail

I never received a certified mail that was sent to me and the post office cannot explain what happened to it. They have it on record that the mail was delivered but they cannot find the delivery receipt, PS Form 3849, which would reveal who signed for the mail. They are now sending me in circles and avoiding my questions. What kind of legal actions can I take and is the post office liable in any way.

Your best bet might be to contact the Postal Inspectors. The signing for certified mail with fraudulent intent is a criminal act.
