Our private yacht club holds a summer

camp of about 400 campers. Do you

think a photo release form is needed?

Best practice is to obtain a release for any person whose photo you intend to take and subsequently display in any public forum. Doubly so for minors. Thrice (at least) if you intend to put them online.
