Legal Question in Construction Law in Connecticut

Am I required to make payment for work that was not completed by a contractor whom I never had a contract with? The work done was incomplete, I incurred additional costs to have it completed, and then received an invoice for an obscene amount 4 months later... Now he is threatening to have his attorney "file suit".. What should I do?
