Legal Question in Credit and Debt Law in Connecticut

Hi,

I have about $30K in credit card debt. I filed with a debt settlement company end of Nov 09. My account is being handled by an attorneys office, Simon & Bocksch and they are in FL. I am still getting letters from the credit card companies, one of them Discover has sent my acct to collections. I am paying $445 per month towards the repayment of my debt with is in "holding" account. None of the companies have settled yet so all my accounts are still open. I own my house my mortgage is not being affected. I am on time with that. I was told today by a friend who is going through a loan modification that her attorney told her to advice me to get out of that and file for bankruptcy instead. I filed for bankruptcy in 1998 when i first got divorced and don't want to do that again. This attorney said the laws are changing and the debt settlement will not work to my benefit in the end like it would have in the past. Is this true? Please advice......I am extremely anxious and stressed out right now. Please help.
