Legal Question in Credit and Debt Law in Connecticut

My boyfriend has really bad credit and we are about to have a baby and we are looking into getting a house. But he currently been issued with court papers on one of his credit cards that is going to go into jugdment. We dont have the money to pay and I cant find an answer to: How much can they take out of his paycheck and does it matter if he is a Federal Employee?
