Would DUI still be on my record after 15 years??

I recieved a DWI when i was 16 years old in 1989,I went to court and went through the Court appointed 8 alcohol class' and paid a 500.00 fine.........now im going for my pistol permit in the same town I got DWI,one of the questions is ''have i ever been arrested for DWI?'' and ''Was i convicted in a court of Law?'',I was just wondering if the Police could find out i was arrested or is the case sealed since I was a juvenile??

Yes, It remains on your record for court and police purposes, if you entered the DWI pre-trial program and the case was dismissed after the year period of the program. However, the case should have been dismissed if you completed the program. The answer to your question on the application for a gun permit, I would answer yes and explain that the case was dismissed, [if that did happen]. My concern is that you stated that you paid a fine. If you were a first offender and went into the DWI program, there would be no fine. The court could have required you to pay for the program or make a contribution to a non-profit chartiable program, but it would not be a fine. Are you sure that you did not plead guilty of DWI, instead of taking the program? If you took the program, you were not convicted of anything, as the case was dismissed. Otherwise, if you pleaded guilty, it is on your record as a conviction. Either way, the police can find that arrest, so I would disclose it on the application with an explaination.
