Legal Question in DUI Law in Connecticut

teen needs help

My son and his friends were driving around after sucking on nitrous balloons. They ended up crashing the car. My son passed a roadside sobriety tests after which he was arrested and taken to the hospital for a blood test. Two tests were performed 30 minutes apart.He was charged with a DWI and various minor violations- unsafe tires, failure to drive right etc.(3in all)

Questions: does he need a lawyer or the public defender?

What possible outcomes are there? Is it dependent on the results of the blood tests?
