In CT, is there a 3 month waiting period for all cases and what is this period for?

In divorces, legal separations and annulments, there is a 90 day "cooling off period" from the return date (a date the filer chooses which must be a Tuesday. Don't ask me why, I have no idea!) Is the reason because the state wants people to think it over? I have no idea. It all seems out of date to me, but I don't make the rules.

The 3 month rule has no real teeth.
