Legal Question in Family Law in Connecticut

I was married to, and divorced from, a brutal Pakistani man with which I had 2 children, now 16 and 18. The kids and I were in many safehouses and shelters. I was beaten and raped, and finally, after many arrests, restraining orders and jail time, I had him deported. I remarried. He has never paid a dime of child support. His sister is trying to get him re-entry to the US. He is now successful with a wife and 4 children (they are also Pakistanis). Flashback of the abuse and the nightmare, including crack abuse he put me through are still fresh in my mind so many years later, although the fear has turned to anger. The sister claims that, with the help of a lawyer and an investigator, our marriage was never disolved, and sister and brother would like this matter settled so he can come here on a visa. I always thought the divorce was final. That would make my present marriage null and void, which is fine. What right do I have as a law-abiding US citizen and National Guard member to back child support, not to mention stopping this madman from coming back here? I feel so helpless yet again. I appreciate your help in any way or direction I can take. He just can't get away with this.
