Legal Question in Family Law in Connecticut

My mother who suffers from dementia and is getting worse everyday. The problem is that. My father is not giving her proper care. He does not make she is taking her medication, she doesn't bath, put on deodorant and doesn't cook for her(he only buys sandwiches from subway). He dropped her off yesterday and left and when she got out of the car she had no bra on, wearing his shirt and jeans and sneakers to big. Her hair has not been done in so long that she wears a cap. We( my wife) used to take her to all her appointments and made sure she took her meds. Now that he has control of her money he is not taking care of her and using her money for his family( his sisters). Is there someone I can call to see if they can investigate this. Also, her states that she left the house in the middle of the night and the police found her. But they have an alarm system and he does not want put it on so she won't go out. I'm worried that he is doing this on purpose and making like his taking care if my mother. We have notes of all the things he had said about get and get money. Thank you

You should call elderly protective services immediately and make a full report. You could also go down to the probate court in the town where your mother lives and make application to become her conservator of person and estate. Your father will be given notice, but since he has neglected her, and if elderly protective services gets involved (they may agree that you should be the conservator) you have a good chance. You would then make all of her decisions, both healthcare, daily living and financial.
