Back Pay

I had to take a disability pension after 34 years sevice as an Amtrak locomotive engineer. I was informed by my former coworkers that I was not eligible to receive any retroactive wages after the new agreement was implimented because I was not an active duty employee at the time of ratification. Correspondence to Amtrak, Congresswoman DeLauro and the labor board yielded nothing. How can Amtrak legally, morally and ethically withold the retroactive money I earned while working with an expired contract for 8 years? Where is my promised back pay?
