Legal Question in Landlord & Tenant Law in Connecticut

i have been renting here for four years, a good tenant. The landlord however never fixes thing. He was stealing my electricity at one point and i filed a report. I din.t have him arrested we worked it out including my electric with my rent. About the same time i asked him for his home owners policy or to have them call me because he ignored my plea to fix the back door. he neglected to fix it, and it came crashing down on me one day. The adjuster didn't come out for a few weeks and he still did not fix it.They did settle with me.

there has been so many thing wrong withj this apt. There was a leek in the ceiling for six months he sent some one out here to look at it.They took quite abit of the ceiling down leaving it like that. I have sent him email after email telling him what needs to be fixed. Well i got hurt agin slipping on the stairs and fell because the railing was broke. I needed an abulance a nurse that was leaving the hospital accross the street saw the whole thing she called for help. anyway i sprained my wrist. I emailed him again telling him what happened and again to have his ins. contact me. I also told him I wanted to withhold my rent legally untill he fixed these problems.and that email as the only way i would converse with him. I have not heard a word from him nor has he made any attempt to fix anything. What are my rights here I don't know what to do?

The first thing you need to do is call the local health department or housing code enforcement department and report all of the problems. Then, 21 days after you make your complaint, you need to go down to the housing court where you live and file the necessary paperwork to pay your rent into the court. You will be given a hearing within 14 days, and the agency you reported the complaint to is supposed to provide the court with a report.

Hopefully, this will make the landlord fix the problems.
