If a joint tenant moves out of the property and out of the state and refuses to pay the mortgage can the other joint tenant claim abandonment and gain total ownership of the property in Ct

No. You must file a partition action and have the property sold. You will get credit for the money you paid on behalf of the other owner (his or her half of the mortgage, taxes, insurance, repairs, etc.).
