town roads

how is this (''unaccepted town road'') catagory determined by a town? what responsibilities does a town have for ''unaccepted town roads''?

After a certain date (it varies by town), when a developer puts in a subdivision, etc., he must comply with town regulations or the town won't "accept" the road. If not accepted, the town has virtually no responsibility - no need to snow plow, repair, repave, no nothing.
