Equal distribution of assets by will

My parents made a will in which all of their assets were to be distributed equally between their children. At the time the will was made out, there were numerous savings bonds in their name payable to one of the children, but not the same number or dollar amount for each child. Some of the bonds were POD.

My question is twofold. Are the bonds considered the parents assets at the time the will was made, and does the will dictate that the bonds be divided equally regardless of whose name they are in?

The bonds pass outside of the will and are not divided equally.
