testament

just want to know if a person thas mentally ill can make a testament?

Quite generaly, a person must have the mental capacity to understand what assets they have and what the effects of signing a will are for the will to be valid. If a person has been found to lack capacity and a guardianship for them has been created it is very doubtful any will they signed would be valid. Some people with mental disabilities may be more subject to undue influence by others which could result in a challenge to their will depending on the facts of the specific situation.
