Legal Question in Business Law in Delaware

If we are incorporated under one name can we rearrange the name on a banner without any problem. For instance if we are Working Forum Delaware can we have it on a banner Delaware Working Forum

it is unclear what you mean by banner. In general, you cannot misstate the corporate name including rearranging words. Furthermore, wherever the corporate name appears you should also indicate whether it is a corporation or a limited liability company by noting "Inc." or "LLC" after the name.

If you would like to do business under a different name you can register a DBA (Doing Business As) with the Prothonotary's office in the county in which you are doing business. If the company is located outside Delaware, you should inquire with the secretary of state of the state you are in or your county's clerk office for the procedure of registering a DBA.
