parent using child's SSN to gain credit

Is there any laws to protect children from parents who use there SSN to gain credit and not paid, if so what action can be taken to report or stop this type of activity

Sure, there's lots that can be done to stop it. In fact, it's a felony, and the parent who's committing credit fraud and identity theft could go to jail for a long time.

You don't have to report a crime to law enforcement officials, however, there's no duty to report crimes. (Neither is the prosecutor under any duty to prosecute.)

You could file suit locally for an injunction to make the person stop doing it, and for an order for damages to compensate the person whose credit has been injured.
