Legal Question in Sexual Harassment in Delaware

Can my 16 year old daughter have sex with her 19 year old boyfriend? I have been getting two different answers which are, since she is a minor it's just a no. Or since she isn't under 16 and he is under 30 it's okay? very confused

The age of consent in Delaware is 18, but it is legal for teenagers aged 16 and 17 to engage in sexual intercourse as long as the older partner is younger than 30.

Title 11 � 761. Definitions generally applicable to sexual offences. (j) A child who has not yet reached his or her sixteenth birthday is deemed unable to consent to a sexual act with a person more than 4 years older than said child.
