Foia

I foiaed the Office of Special Counsel for statistics.

After three weeks past the 20 business day it sent me

its past annual reports, saying it is not required to

create statistics in response to my foia request. Is

this true?

Generally open records and FOIA laws require an agency to produce documents, and does not require the creation of documents in order to respond to a request. Try to reformulate your request so as to request a document that the agency has or should have.
