Legal Question in Administrative Law in District of Columbia

retaliation reprisal

I was separated from my job through a RIF action which I thought was improper. I fought this matter and prevailed. I was given reinstatement/backpay, etc. Immediately prior to returning to duty, I was outright fired for supposed ''misbehavior'' that occurred years ago, and well before I was RIF'ed/separated. Isn't this reprisal/retaliation?
