It is, generally speaking, a petition to a court to review the decision of a lower court or an administrative agency. In federal practice, it is a request to the US Supreme Court to review the decision of the highest state court or a federal court of appeals where, as in most cases, there is no right to an automatic appeal. Review on certiorari is discretionary with the supreme court.
