Dear Sir,

my uncle was a single.Riggs bank want ''administration identifing the administrator''.how i get it?Is it coolect from court? if yes Then what is the procedure and requirment?expense also?

What PNC Bank (formerly known as Riggs Bank) needs is a court order appointing you (or someone) as the administrator/executor of the estate of the deceased. It may be sufficient to get one from the country in which he lived when he died, but they may require that an estate be opened in the United States. If there was a will, that may say who the executor is, and once approved by the court that person should be able to act; if there was no will, it would normally be the closest adult relative.

Had your uncle left any WILL or not? If there is no WILL then you have to apply for LETTER OF ADMINISTRATION in court in respect of all properties left by your uncle.Contact in person.
