if you have an judgement that has a closed status as of 2003 and a lawyer is contacting me about collecting. is this legal an they still collect?

Until the meaning of "closed status" is clarified,

the question cannot be reliably answered. Judgments can be typically valid and enforceable for up to 10 or 20 years and even longer if properly renewed.
