Fishing on the potomac in DC water states that cast nets and seine nets are illegal they also say dip nets over 24 inches in diameter are illegal. They do not state anywhere that gill nets are illegal yet they are enforcing this law as if it exists. What can I do about this?

Assuming that gill nets are similar to cast or seine nets(or perhaps even larger), a reasonable interpretation is that it was also the intent of the governing body to include these nets in the ban.
