Legal Question in Discrimination Law in District of Columbia

Discrimination based on the hours I work.

I work for a federal agency and my question is...Is it discrimination if a suporvisor treats myself and the individuals that I work with differently, as a whole, than other employees because of the hours of day that we work or because of the amount of sick leave some of these individuals have used? And can this suporvisor then deny us the resources we need to function at the same capacity as other groups in this agency that serve the same function as we do? If this is a form of discrimination or a violation of some other form, can you please provide me with the statute, US code, etc.
