filing a small claim suit
can i sue someone who sold me used car that within having it for a week i failed inspection because of safety reason and took it to the service center to be fixed and it'll end up costing me few hundred more than i pay for the car will i be able to recover my money

If this used car was sold to you "AS IS" and without the warranty necessary to cover the cost of these repairs, unless you were fraudulently induced into the purchase(basically lied to about the condition of the car), there would likely be no viable basis for your suit.
