Legal Question in Civil Litigation in District of Columbia

Personal Loan

I loaned a friend $5000 one year ago. I wrote LOAN on the check, which was cashed in his personal acct. in DC. He lives in Virginia, has sent me e-mail talking about the loan. Where do I go to small claims, and what is the statute of limitations for this?

It's not where the check was cashed but the jursidiction where the loan was actually made(agreed to by the parties)which would determine where you should file your small claims court case. (In Virginia, the SOL is three years from the date of the oral agreement.)
