Service of Process On Military Personnel

How do you serve civil process on an Air Force/Air National Guard officer who is being detained at Bolling Air Force Base (in VA or DC?). It is unclear whether he is in the brig or just under an order of confinement to the base.

You'll probably need to hire a private process server for this task (and preferably one with experience with serving military personnel on military bases). (Bolling AF base lies within the geographical confines of the District of Columbia.)
