can you get suspended from work without knowing the complaint?

Sure, unless you're protected from such arbirarary employer action under a contract of employment or collective bargaining type agreement. The District of Columbia, like most other places within the U.S., is an employment at will jurisdiction where employees can be fired(or suspended) at any time by their employers for almost any reason which doesn't violate federal anti-discrimination laws---unless they're protected as described above.
