Legal Question in Traffic Law in District of Columbia

DC parking violation

Our son lives in Washington DC and drives a car, which we co-signed on and ultimately paid off. We never received the title to the car. We assume it was sent to him. DC Dept of Motor Vehicles sent us a notice for payment of a parking ticket that should have been mailed to him. We wrote and gave them his name and address, told them the car is his and that we had not even been in DC in years. They claim we still owe this ticket. What can we do?
