condominium assosciation rule enforcement and wavier

If a condominmium does NOT enforce all of its rules, such as loud noise abatement from a unit owner directly above you-i.e. moving heavy furniture, exercising, dropping heavy ball like objects, running, dragging chairs all across a stone floor, can a condo association enforce its no pet rule?

Generally speaking, Condominium Associations should not selectively enforce their rules. Selective enforcement is normally used as a defense to a lawsuit brought by an association against a unit owner for violation of the association's rules.
