Legal Question in Disability Law in Florida

My 11 year old Autistic child was told that he would be handcuffed, arrested and sent to jail if he is found wandering the new school. This was told to him by a Department Head of the County schools and before he even started the new school. I simply called for a meeting to know the saftey plans of the school to ensure that he would be ok. Any advice would help because I have emailed the Superintendent and notified this persons superior and no one has contacted me back. I have withdrawn him and am homeschooling.

The son is handicapped, his needs can be accomodated without threatening arrest.
