Legal Question in Disability Law in Florida

can my brother move out of state

My brother is without legal counsel and is on probation in FL. He is also without a home or a job...is there any way for him to leave the state to come back north to family while he has to report for drug testing and rehab classes? Can there be a ''transfer'' of some kind? What do we have to do? We have VERY limited means.

I am not familiar with Fl law. You need to have contact with someone down there.
